Especially, it is difficult to distribute human resources to each department. The medical insurance system regulates the nurse-patient ratio and nursing fee which is paid from the system depends on staffing level. So nurse managers must consider the appropriate number of nursing staffs to deliver the cost-effective and high quality nursing care. The authors were planning the change of the nurse-patient ratio; 1:2 to 1:2.5. When that system is started, the number of nurses would decrease and number of nurse' s aids would increase (3 nurses were replaced by 3 nurse' s aids) . So they had to decide whether it was a feasible plan or not and if not, decide what they should do. First of all, they implemented a time study for projecting the quantity of nursing and non-nursing duties nurses had done. Next, the plan was enforced and they coordinated the duties which were assigned to the nurses and nurse' s aids' according to the time study' s results. After that, the nurses didn' t do any non-nursing duties and duties that could be done by non-profession. Those duties were assigned to the nurse' s aids. So nurses could use their time to implement the patient care instead of decreasing the number of nurses. Finally, the authors had interviews with nurses. They thought the change of assignment was succeeded.
