In Western countries, it is recognized that countermeasures for influenza are one of the most important subjects in public health, and their purpose is to prevent complications and deaths in high-risk persons. In Japan, influenza vaccination among school children started in 1962. However, influenza was considered a minor illness and the Japanese Ministry of Health and Welfare stopped recommending vaccination in 1994. In 2001, national recommendation started again.
