| 内容記述 | In parallel with social enthusiasm for promoting medical innovations and clinical research, how the functioning of research ethics can be improved is now a crucial international issue. Under these circumstances, there has been a growing interest in research ethics consultation services (RECS) which provide advisory services by research ethics experts assisting the understanding, addressing, and solving of ethical issues raised in clinical research. However, because RECS in Japan is newly established, the institutional equipment of RECS has barely progressed. Our department at the National Cerebral and Cardiovascular Center of Japan (NCVC) has systematically developed RECS since 2013. We have since then provided RECS to over 1,000 internal and external requests, with recent monthly averages being over 20 requests for services. Based on these rich experiences of RECS at NCVC, we consider that RECS should implement at least the following four functions: 1) an independent advisory function with high expertise; 2) a cooperating and adjusting function within an institution; 3) a mediation function between RECS and clinical ethics consultation services (CECS); and 4) a public resource function providing RECS beyond institutions. While the potential needs for RECS are high, few research institutions allocate experts on RECS. For improving the ethics of research, designing systematic development and allocation schemes of such RECS experts at the academic and national levels and implementing the equipment of a RECS infrastructure at an institutional level are necessary. |
